I.               Introduction and Research Question (s)

a.       What is the policy issue or problem? The problem I will address is the lack of state funding for rehabilitation treatment drug users and addicts.

b.      What are the questions you will address in the analysis? Why isn’t more state funding available and what will the benefits of more state funding be.

c.       What policy stage and model will you utilize to analyze the policy? Policy change and or termination will be the approach I will use.

 

II.         Background

a.       A brief overview of the problem and the issues surrounding it? Current governmental policy is expensive and ineffective. By providing treatment for drug users and abusers state and local government will decrease the long-term human and economic costs to society of drug use.

 

III.    Methodology

a.       What approach are you taking to analyze the policy? I will utilize a process approach. I will examine current policies, their creation and implementation, evaluate them and then devise a prescription for change.

b.      What model or framework are you using at that selected stage? Current policy was created in 1915 and society has advanced since then. A pluralistic approach is most likely the one I will use.

c.       Describe key policy variables that you are examining? I will examine the zig-zag effect of a changing society and the way it feels about some things.

d.      Describe your unit of analysis? I will examine state level policy and also look at what the federal govt. does to affect it.
